The cited source says that that would apply at the end of this season if Allegri's men qualify for the Champions League, Europa League or Conference League. Right now, Juve are 11 points off Europe.
If they fail to qualify this season, the punishment would be suspended until they qualify for one. In addition, the club could be fined 23 million euros.
